Consortium wins Istanbul airport tender for 22.1 billion euros

Cengiz-Kolin-Limak-Mapa-Kalyon Consortium, a joint venture of only local companies, won the tender for a third airport in Istanbul, promising to pay the government 22.1 billion euros for 25 years starting from 2017.

Seventeen groups qualified to enter the tender, but only four -TAV, IC-Fraport Consortium, Cengiz-Kolin-Limak-Mapa-Kalyon Consortium and Makyol İnşaat-showed up at today's bidding session.

IC-Fraport Consortium, the last competitor of the winning consortium, and TAV withdrew from the race at 22.1 billion euros, following Makyol İnşaat, which quited in an earlier phase.

From the closed envelopes, IC-Fraport had offered 20 billion euros (tax excluded) for the 25-year lease, Cengiz-Kolin-Limak-Mapa-Kalyon had given 12.7 billion euros, TAV had given 9 billion euros, while Makyol had given a moderate 4 billion euros before withdrawing from the tender.

Fifteen Turkish and two foreign companies had bought for Istanbul’s third airport, which was valued at more than 7 billion euros ($9 billion) by Turkish Transport Minister Binali Yıldırım. Many of Turkey’s leading companies, including Enka, Doğuş and Sabancı Holding, and two foreign companies, Malesian Khazanah Nasional Beerhad and India-based GMR Infrastructure, did not submit their bids although they bought the specification, the Anatolian News Agency reported.

In order to spark competition for the third airport, the Transportation Ministry introduced some amendments to the specifications last week. The changes made in the specifications included lifting the three-company limit for consortiums and the requirement that a dominant partner own a 51 percent share.

The tender for the build-operate-transfer project, which is to be conducted in four stages, will be for a 25-year lease, with the cooperation of the private and public sectors. The state will guarantee the amount of passengers and tariff levels for a certain amount of time.

Following the finalization of the tender approval, the first phase of construction is set to be after 42 months, in 2017, and will provide an initial capacity of 90 million passengers a year. Once all six of the planned runways are complete, the capacity is expected to increase to 150 million passengers, the world’s largest in terms of the passenger capacity at full capacity. The airport is planned to provide jobs for 100,000 people, the Minister Binali Yıldırım said earlier.

A total of six runways, 16 taxiways, 165 aircraft passenger bridges at all terminals and 6,5 million square meter apron with 500 aircraft parking capacity among other facilities will be constructed.

The new airport is planned to be constructed at the Istanbul’s European side between the Black Sea regions of Yeniköy and Akpınar, on an area of 7,659 hectares. Some 6,172 hectares of this area is forest land.

The Environmental Impact Assessment’s (ÇED) report for the 3rd airport project in Istanbul said last April the total number of trees in the area is 2,513,341 and 657,950 of them will need to be cut indispensably while 1,855,391 of the trees will be moved to new places. However the exact number of the trees to be cut and moved will be revealed after the airport’s project is completed, the Forestry Ministry told the Hürriyet Daily News.

And the tender has been taken to court by the head office of the Turkish Chamber of Environmental Engineers (ÇMO) on the grounds that the project violated the existing legislation for the environmental impact assessment (ÇED) report preparation.

New Istanbul Airport Faces Construction Delay - Project May Be Halted For Up to 12 Months Over Environmental Impact Assessment

Turkey's bid to build one of the world's biggest airports in Istanbul could be pushed back by up to a year after judges ordered builders to halt work, even as Ankara ruled out delays to the $30 billion project.

The warning from industry analysts came after a late Monday administrative court order suspending construction of Istanbul's third airport pending the completion of an expert report on the environmental impact analysis.

On Tuesday morning, however, Turkey's General Directorate of State Airports Authority shot back that the Environment and Urban Planning Ministry is taking the legal steps against the decision.

"The processes relating to the project continue as planned; it is out of the question for the decision to stop the ongoing work," the directorate said in an emailed statement.

The ruling presents the first hurdle in a politically sensitive infrastructure project, but analysts say the government—which is facing three crucial elections in the next 17 months—is likely to overcome legal challenges.

"A stay of execution does not necessarily mean the cancellation of the third airport project, but it will definitely prolong the operational date of the new airport," Erste Securities said Tuesday.

Last May, a five-firm consortium led by Limak Holding AS won Turkey's biggest ever tender with a €22.2 billion ($30.3 billion) bid to build Istanbul's third airport and operate it for 25 years. Construction was scheduled to commence this May, and Limak Chairman Nihat Ozdemir told The Wall Street Journal in January that he didn't expect any delays.

A spokesman at Limak didn't have an immediate comment on the ruling and the government response. The Istanbul-based conglomerate, with interest ranging from airport operations to construction and tourism, joined with Cengiz Holding AS, Kolin Insaat, Mapa AS and Kalyon Group for the bid.

The new airport, along the Black Sea coast of the Istanbul's European side and poised to handle 150 million passengers annually when completed, is part of a push by Turkey's government to transform the city to an international transit hub. Istanbul's two airports currently handle 60 million passengers a year. The consortium has 42 months after taking over the site to complete the first phase of the airport, which Turkey had said could be as soon as 2016.

"Taking into account the time required for expert review and the court's reassessment, the preparations are...likely to be delayed for 10 to 12 months," Istanbul-based Oyak Securities said Tuesday.

Staremo a vedere se Ankara riuscira' a risolvere la questione in tempo oppure rischiare di fare una brutta figura.

Turkish Airlines CEO claims ticket prices will drop with Istanbul’s new airport

Turkish Airlines CEO Temel Kotil has said ticket prices will drop once Istanbul’s under-construction new airport is completed.

“We believe our costs will decline when the third airport is completed and this will lead to slashed ticket prices. Declining oil prices have already positively affected ticket prices,” Kotil said.

He also noted that currency fluctuations are a significant factor in setting ticket prices in the sector.

“We have not seen any decrease in the number of our passengers. I believe we are able to make a well-balanced profit-passenger correlation,” Kotil added.

Turkish Airlines had earlier announced its decision to convert international ticket sales originating in Turkey from the euro to the U.S. dollar.

“Our decision has been approved by the [International Air Transport Association] IATA and has been put into action,” said Turkish Airlines in a written statement to the Public Disclosure Platform late on May 26.

International sales originating in Turkey constitute around 15 percent of the company’s total revenue, added the statement.

Turkey’s national flag carrier made this decision due to the sharp fluctuations in foreign exchange rates and rising expenses in dollars, according to sector representatives.

30 pct of Istanbul's third airport completed

Some 30 percent of the construction work on the first phase of Istanbul's new airport, which is poised to be the largest in the world, has been completed. Some 2 billion euros has been spent on the first phase so far and the number of workers deployed on the construction site will be increased to 30,000 from 17,500.

The new airport, which is one of the largest projects in the history of the Republic, will have a capacity of 90 million passengers.

Istanbul Grand Airport (İGA) CEO Yusuf Akçayoğlu said construction work on the airport continued without interruption after the Gülenist coup attempt, adding that this incident bolstered their ambition to work.

According to Akçayoğlu, the fact that Turkey's move toward the achievement of the 2023 vision goals set by President Recep Tayyip Erdoğan troubles "some circles" was more clearly seen after the attempted cup.

He continued that they were motivated more than ever to go to work on the morning that followed the attempted coup, adding, "We uninterruptedly continued our work for 24 hours that weekend." He said that they showed how determined they are to progress the project.

Referring to the fact that the construction work on the first phase was initiated in May 2015, Akçayoğlu said the one-third of the 6 billion-euro loan credit package has been spent on the project so far.

Akçayoğlu also said the pace of construction work has gradually risen, adding that they aim to reach some 5 percent physical speed in summer. Stressing that this pace is crucial for such an enormous project, the İGA CEO said: "Although we have spent one-third of the funds, not all of our fund transfers are immediately reflected in the physical progress."

'Number of employees to reach 30,000
'If they complete 4 percent to 5 percent of the project each month, Akçayoğlu said that it is highly likely that they will manage to complete the construction of the airport by February 2018 as previously scheduled.

Akçayoğlu said they currently have 17,500 employees, adding that more importance has been given to the work done at night. He said that despite night shifts being unable to achieve the same efficiency as day shifts, by increasing the number of workers, they aim to equalize the progress made during both shifts. Akçayoğlu said the aim is to increase the number of workers every month. At peak points, they foresee worker numbers ranging between 25,000 and 30,000.

The airport spans 11,000 football fields, triple the size of Kadıköy

Akçayoğlu said that an area of 24 million square meters is being excavated while an area of 16 million square meters is being filled. Once the airport is fully complete, flights will head to more than 350 destinations with a carrying capacity of 200 million passengers, hosting more than 150 airlines. Akçayoğlu said Istanbul's new airport is a candidate for the most important aviation center in the world.

Akçayoğlu also said the new airport spans 11,000 football fields, triple the size of Kadıköy.

Airport candidate for recognition by Guinness

Akçayoğlu said the megaproject is a strong candidate for recognition by Guinness, stressing that the third airport is a candidate for the biggest construction yard. He added that the project already holds the title of being the biggest project in terms of operating equipment.
