The Telegraph said Grant Shapps is in favour of finally scrapping testing before the February holidays.
It claims a decision is expected by 26 January.
"We are looking at removing all Covid tests for vaccinated travellers by the end of January, which is likely to coincide with the review of the plan," The Times reported citing a government source.
The Plan B rules were imposed as the highly transmissible Omicron variant swept across the country.
Plan B requires working from home if possible, and wearing of face masks.
