Air Serbia (JU, Belgrade) is set to return to Istanbul Atatürk after Serbian and Turkish aviation authorities resolved a spat concerning slots allocated the Serbian carrier at the airport.

The stand-off, EX-YU Aviation News reports, began late last year when Air Serbia switched its Istanbul operations from Atatürk to Istanbul Sabiha Gökcen in protest at the "unattractive" slot times allocated it by Atatürk airport authorities.

When repeated requests for new slot timings at the more appealing Atatürk airport fell on deaf ears, Serbia's Civil Aviation Directorate then threatened to strictly enforce the terms of its Bilateral Air Service Agreement with Turkey which would have forced Turkish Airlines (TK, Istanbul Atatürk) to cut its frequencies to Belgrade from its current seventeen weekly flights, to seven.

However, following talks in Belgrade with Turkey’s Foreign Minister, Ahmet Davutoglu, last week, the dispute was resolved with Air Serbia once again allocated seven weekly Istanbul Ataturk Airport slots.

Air Serbia (JU, Belgrade) can proceed with plans to begin services to the United States later next year after the US Department of Transportation's Federal Aviation Administration (FAA) upgraded Serbia's safety rating from Category 2 to Category 1.

"The Category 1 status announced today is based on a March 2014 FAA assessment of the safety oversight provided by the Civil Aviation Directorate of the Republic of Serbia, and an FAA verification of necessary corrective actions during a follow on visit to the Republic of Serbia this month. A Category 1 rating means the country's civil aviation authority complies with ICAO standards. With the International Aviation Safety Assessment (IASA) Category 1 rating, the Republic of Serbia's air carriers, which are able to secure the requisite FAA and DOT authority, can establish service to the United States and carry the code of U.S. carriers," the FAA said.

Etihad Airways (EY, Abu Dhabi Int'l) CEO James Hogan has stated the Serbian carrier, in which his airline owns a 49% stake, has set its sights on flights to Washington Dulles, Chicago O'Hare and New York JFK from next year onwards.

An attempt to start said routes, albeit under a codeshare agreement with Etihad, was rejected by the DoT earlier this year on the grounds that the proposed routings from Belgrade to the United States via Abu Dhabi Int'l would be "impractical."

Since its launch last year, Air Serbia has moved to position itself as a regional carrier using its links with other Etihad partners to bolster its operations.

The Serbian carrier recently announced it would deploy a Saab 2000, wet-leased from Swiss partner, Darwin Airline (F7, Lugano), for use on flights from Belgrade to Banja Luka in Bosnia-Herzegovina.

Air Serbia, Etihad are "wannabe monopolists" - Wizz Air

Wizz Air (W6, Budapest) has accused Air Serbia (JU, Belgrade) and parent Etihad Airways (EY, Abu Dhabi Int'l) of being “wannabe monopolists” after the terms of a previous deal with Belgrade Nikola Tesla Airport came under federal investigation.

Last week, Serbian authorities arrested and later released the airport's CEO, Velimir Radosavljević, on suspicion that he had abused his position in negotiating a so-called "sweetheart" deal with the Hungarian LCC in 2010.

EX-YU Aviation News says the terms of the agreement, which was revoked in April, allowed Wizz Air to save EUR5.4million (USD6.7million) through various incentives which included: a 20% discount for using Belgrade's Terminal 1; a 45% discount on handling and infrastructure use; a 30% reduction on landing fees; a 100% discount on the use of air bridges; a 30% reduction on parking and lighting fees; a 45% reduction in night-time handling costs and a 45% discount on using other airport infrastructure at night time.

Authorities claim Radosavljević acted outside of his mandate when agreeing the terms.

However, Wizz Air claims the investigation is part of an orchestrated conspiracy being brought against it by the Serbian government wishing to protect its nascent national carrier, Air Serbia.

Serbian media also noted the timing of the incident given the European Commission's current investigation into the Etihad/Air Serbia tie-up. It is claimed, but has yet to be substantively proven, that the Emiratis have colluded with the Serbians to effect policies that protect and benefit Air Serbia's transit-hub business model at the expense of other airlines.

Air Serbia results for first half 2014 show stronger revenue, passenger numbers and cargo

Performance compared to H1 2013:

On track for profitability by end of 2014
Total revenue increased by 82 per cent to EUR 102 million
Total passenger numbers grew by 70 per cent to 944,000
Available Seat Kilometers of 1,588 million
Cargo revenue grew by 32 per cent and tonnage jumped by 65 per cent
Created 300 new jobs
Air Serbia, the national airline of the Republic of Serbia, has reported strong improvement in total revenue for the first half of 2014, with revenues increasing by 82 per cent to EUR102 million, compared to EUR 56 million for the same period in 2013.

A total of 944,000 passengers travelled with the airline between January and June this year, almost 70 per cent more than the same period last year.

Air Serbia Cargo also performed significantly better in H1 2014, carrying 907 tonnes of freight, a 65 per cent increase on H1 2013. Cargo revenue grew by 32 per cent, an important and burgeoning service for Air Serbia.

Air Serbia's passenger carrying capacity, measured in Available Seat Kilometers (ASKs), was 1,588 million by the end of first half of 2014, an increase of 85 per cent compared to the same period last year.

Since Air Serbia's launch on 26 October 2013, the airline has inducted 9 Airbus aircraft, with two Airbus A320 aircraft delivered in the second quarter of 2014. This has resulted in the average age of the jet fleet being reduced from 25 years to 10 years.

Dane Kondić, Chief Executive Officer of Air Serbia, said: "The results are very pleasing and demonstrate how effectively the Air Serbia team is working to deliver on the strategy of sustainable growth. We are on track to deliver a profitable, strong airline by the end of the current financial year, in line with the commitment of our shareholders, the Government of Serbia and Etihad Airways. We expect to maintain the momentum for the second half of 2014, as we continue to reconnect the Balkan region and new markets, through a combination of direct flights, as well as expanding our codeshare partnerships. There is no doubt that we are bringing choice, convenience and comfort to travellers", Mr Kondić said.

The fast-paced growth of Air Serbia's regional route network to 38 destinations by the end of June 2014, one new and four expanded codeshare partnerships and a more modern and reliable fleet, are the key factors driving growth in passenger numbers and cargo volumes.

In the first half of the year, Air Serbia launched 11 new routes. In addition, codeshare agreements with Etihad Airways and airberlin have been expanded to include the holiday destinations of Colombo in Sri Lanka and Palma de Mallorca in Spain. The codeshare agreement with Romanian national airline Tarom was also expanded to include Chisinau, Moldova.

Furthermore, the Air Serbia's codeshare agreement with Etihad Regional, signed on 1 July 2014, has now introduced the attractive Swiss destinations of Geneva and Lugano to travellers.

The growth of Air Serbia is also creating a significant number of new jobs for Serbian nationals. In the first half of 2014, the airline grew its workforce by 300 new professionals. Investing in the future, Air Serbia is planning to relaunch its cadet pilot scheme.

Elsewhere, 10 young graduates are currently attending a graduate management program in Abu Dhabi with Etihad Airways and will, upon successful completion, join operating divisions across Air Serbia.

The technical department of Air Serbia has employed 44 engineers and technicians to establish the line maintenance facility at Belgrade's Nikola Tesla International Airport.

Mr Kondić said Air Serbia needed more good people to join the team. "We have a number of vacancies and I encourage Serbian nationals to visit our website. We are a Serbian company that can offer rewarding career opportunities for the right people."

Mr Kondić said that while the operational and network improvements of Air Serbia over the past six months were very important, he was proud that Air Serbia was able to make a significant contribution to Serbia's humanitarian effort during the recent floods which devastated the country.

During the floods in May, Air Serbia transported a total of 154 tonnes of humanitarian aid (with a service value of approximately EUR170,000), in the belly-hold capacity of its aircraft to Belgrade and also to Banja Luka in Bosnia and Herzegovina.

"We are the Serbian national airline and we will never forget that", Mr Kondić said.

Hogan: Air Serbia to the US with A330s

Air Serbia plans for the future

The President and CEO of Etihad Airways and Vice Chairman of Air Serbia, James Hogan, has given further details of the Serbian carrier’s planned and much anticipated operations to the United States. In an interview to the daily “Novosti”, Mr. Hogan says transatlantic flights will operate from Belgrade with an Airbus A330 aircraft but insists numbers must first stack up. “It was important for the Serbian carrier to reposition itself and strengthen its position in Europe so we could record a profit. Of course, it is planned for Air Serbia to enter the US market. For that to happen all conditions must be met and numbers must stack up. We must have a vision and a new bilateral air agreement between Serbia and the United States must be reached”, Mr. Hogan says. Serbia, as the legal successor to Yugoslavia, last signed an Air Transport Memorandum of Understanding with the United States on June 28, 1989. Since then, no other form of bilateral cooperation in the field of aviation has been made between the two countries.

Etihad’s CEO says more time is needed for services to the States to be established but adds, “Once flights begin, the Airbus A330 will be used. Etihad has the type in its fleet and it can be transferred to Air Serbia. It’s important for the numbers to stack up and for us to choose the right moment and be ready. Regardless of whether flights launch in 2015 or 2016, we have to set off all that is necessary on the US market, such as tour operators and public relations because it is important to distinguish the company apart from the former Jat”, Mr. Hogan says. He adds, “We are not aiming for our guests to be only Serbs visiting relatives and friends in their homeland but also others such as tourists and businesspeople who will fly with Air Serbia”.

The Etihad CEO and Vice Chairman of Air Serbia notes a ten year development strategy for the Serbian carrier has been made with the aim to transform Belgrade Airport into a transit hub in the Balkans. “Our goal was to create a safe airline which is top of its class, as well as competitive, generating new jobs and above all profitability, an airline that is free of nepotism unlike before. I want to congratulate [Air Serbia CEO] Dane Kondić and his team for their hard work and dedication and I think we can all be proud of Air Serbia’s development. I say this as someone who works in the aviation industry because Air Serbia’s results are unbelievable. Today, Air Serbia is a competitive airline on the European market”. Mr. Hogan denies that Etihad’s recent acquisition of Alitalia will have an impact on Air Serbia. “These are not related. The Etihad Group is made up of nine airlines, each with its own management. I am a member of the Air Serbia board and I intend to stay and oversee all the developments”, Mr. Hogan concludes.
