Alitalia A320 at Rome and Pisa on Jul 5th 2011, fuel emergency

An Alitalia Airbus A320-200, registration EI-DTL performing flight AZ-2019 from Milan Linate to Rome Fiumicino (Italy), entered a holding near Perugia about 60nm north of Rome before continuing to a position about 20nm south of Rome while on approach to Rome, but then aborted the approach to Rome at FL100 due to poor weather conditions at both Rome Fiumicino and Rome Ciampino Airports. After spending about 30 minutes in total while waiting for weather to improve the crew decided to divert to Pisa where the aircraft landed safely about 50 minutes after scheduled arrival time in Rome.

The aircraft departed Pisa again and reached Rome Fiumicino with a delay of 3 hours.

Italy's Agenzia Nazionale per la Sicurezza del Volo (ANSV) reported that the aircraft landed in Pisa in fuel emergency and rated the occurrence a serious incident. An investigation has been initiated.

Inconveniente grave ad un A320

L’ANSV ha aperto un’inchiesta di sicurezza sull’inconveniente grave che ha interessato l’aeromobile A320 marche EI-DTL, che, martedì 5 luglio, decollato da Milano Linate per Roma Fiumicino, a causa delle avverse condizioni meteorologiche sull’aeroporto di destinazione e su quello di Roma Ciampino, atterrava in emergenza carburante a Pisa.

Sto volo Milano-Roma sarà risultato eterno per i passeggeri, immagino che dopo sarà ripartito da PSA alla volta di FCO una volta che il tempo si fosse sistemato.
 
l'ANSV ha pubblicato l'interim report dell'inconveniente grave occorso al 320 Alitalia EI-DTL tra Pisa e Roma il 5/7/11:

Italian ANSV reported in an interim statement on Jan 9th 2013, that the aircraft departed Milan Linate with 5000kg of fuel on board at 06:16Z, which included 354 kg of extra fuel. Rome Ciampino was planned as the alternate aerodrome.

About 60nm north of Fiumicino Airport the crew was informed that weather conditions at Fiumicino had worsened, windshear was in the approach path to both runways 16, and there were aircraft in holding patterns already waiting for arrival. EI-DTL was therefore instructed to hold at their present position (waypoint GITOD) 60nm north of Fiumicino. The crew checked the weather reports of Fiumicino and Ciampino Airports and decided to divert to Pisa in case a diversion would become necessary. After a few rounds in the hold at GITOD the aircraft was instructed to continue to TAQ VOR at low speed, where they would join another hold. Runway 25 only was active for arrivals at Fiumicino Airport. The crew advised that if landing wasn't assured within short time they would need to divert to Pisa. A few minutes later ATC instructed the aircraft to leave TAQ Vor on vectoring for an approach to runway 25, the crew realised the vectors would guide them away from the Fiumicino aerodrome and requested to shorten their flight path otherwise they would need to divert. After another frequency change, about 15nm south of the aerodrome still on vectors leading away from the aerodrome, the crew was instructed to fly to LAT VOR, 34nm south of the aerodrome, to join a hold there, the controller stated the preceding aircraft had not been able to land, too, due to worsening weather conditions.

The crew therefore decided to abandon the approach to Rome and to divert to Pisa. While enroute to Pisa the crew determined they would need to cut into their final fuel reserve before landing and declared emergency. The crew was vectored directly to an approach and landing on Pisa's runway 04 at 07:56Z.

The interim statement does not state how much fuel remained on board after landing and whether the aircraft landed with the final fuel reserve intact or with less than the required minimum fuel.

Non avete i TAF di FCO e CIA?
 
Meno male che certe "disavventure" capitano solo a FR. Certo che un'emergency fuel su un volo di 313mi è da record con un A320.
Premettendo che è sempre facile parlare da una sedia di scrvania, ci sono molte considerazioni da fare. Mi piacerebbe discuterne ma prima vorrei vedere i TAF..

...beh... non mi semba che ad AZ siano capitati 3, e sottolineo 3, "fuel emergency" nella stessa giornata e nello stesso (se non erro, nel caso mi scuso!) aeroporto...!?

Se devi far polemica, falla bene: si dice fuel emergency, o alle brutte mayday fuel.

Al di là della forma, la relazione intermedia di ANSV non dice granché sul punto cruciale, ossia sulla decisione presa dall'equipaggio.

Per ora ci sono solo:

- fatti relativi allo svolgimento del volo fino alla dichiarazione di emergenza
- i bollettini degli aeroporti romani al momento della decisione di dirottare

Effettivamente, i TAF di LIRF/LIRA (e il grande assente dal report: LIRN?) potrebbero essere utili per capire di quali elementi disponessero i piloti prima del volo.

Con TSRA previsti solo 354 Kg di Extra? Quello lo metto quando c'è CAVOK...

E come diceva qualcuno giustamente, il grande assente LIRN? Vettorati a sud di FCO sono andati a Pisa?

O mancano elementi (comunicazioni da parte del Coordinamento Operativo di compagnia via radio per esempio) oppure non capisco...

Non sarebbe stato più semplice deviare su Pescara che dista circa 100 Km di meno da Pisa?
