Small plane crashes in San Diego setting homes and vehicles on fire​

A small aircraft crashed in a large San Diego military neighborhood Thursday morning, setting several homes and vehicles on fire.
The aircraft, a Cessna 550, crashed at around 3:45 a.m. in the Murphy Canyon neighborhood, leaving a path of destruction in its midst.
Officials said that there were "multiple fatalities" and that nobody on the ground was seriously injured. The plane can carry six to eight people, although investigators said they are still trying to determine how many people were on board.

Ho letto questo passaggio:

“I just want to see what I’m in for here,” the pilot told a controller in audio recorded by LiveATC.net.

“I’ve got the Miramar automated weather,” the controller said on the radio and provided him the conditions from the Marine Corps Airfield – about 3 miles away: Visibility of a half mile and a cloud ceiling of 200 feet.

“All right, that doesn’t sound great, but we’ll give it a go,” the pilot responded"

Al momento dell'avvicinamento le condizioni meteo in un aeroporto a 3 miglia da MYF (dove avrebbe dovuto atterrare il Cessna) erano quindi di 1/2 miglio di visibilità e copertura nuvolosa a 200 piedi.

Sono andato per curiosità a dare un'occhiata alla carta, che allego, dell'ILS 28R di MYF (pista su cui si evince stessero cercando di atterrare dal punto in cui c'è stato l'impatto al suolo) e vedo che le minime sono 3/4 di miglio e 673 piedi baro (corrispondenti a 250 piedi di radio altimetro e quindi ground).

Lungi da me volermi sostituire all'NTSB ma - chiedo in particolare agli addetti ai lavori che frequentano il forum - è plausibile che al momento dell'avvicinamento non ci fossero le minime per poter atterrare anche con l'ILS?
