Embraer: Bombardier’s Delta CSeries order enabled by unfair subsidies

Embraer Commercial Aviation president and CEO Paulo Cesar Silva has alleged that Bombardier won an order from Delta Air Lines for the CSeries based on improper government subsidies.

The Brazilian manufacturer “very aggressively” offered the E190 to Delta, Silva told ATW in an interview at the Regional Airline Association (RAA) convention in Charlotte, North Carolina. But Atlanta-based Delta instead chose the CS100, placing an April 28 order for 75 firm aircraft plus 50 options, in what Bombardier characterized as an “industry-accepting” order for the CSeries.

“Of course, we win and lose deals in the market,” Silva said. “My remarks and my complaint are given [because of] the way we lost this campaign.”

The Quebec provincial government has invested $1 billion in the CSeries program and Montreal-based Bombardier has additionally been in negotiations with the Canadian federal government about a potential investment in the narrowbody airliner program, reportedly also for $1 billion. The CSeries is slated to enter service with Swiss International Air Lines in July, but multiple delays have driven up the cost of the program. In its first-quarter financial report, Bombardier said it expects to record approximately $500 million in charges in the second quarter related to closing CSeries orders from Delta, Air Canada and airBaltic.

“Any kind of a subsidy brings a distortion to the market,” Silva said. “In this case what we are seeing is the government of Canada injecting $2 billion—$1 billion from Quebec and another billion from the federal government—to help the CSeries program. According to our experience in this campaign with Delta, clearly what was offered there was only possible because of the huge support coming from the government. And just after the announcement of the deal, if you look at the [quarterly earnings] report of Bombardier, there is a write-off of $500 million. They called that an onerous provision and linked it to the Air Canada and Delta transactions. So we are very keen to compete on products—quality of products, efficiency, being on time, being on budget—however, it’s tough to compete against a government.”

Bombardier spokesperson Marianella de la Barrera declined to comment on Silva’s allegations, but said, “It’s very clear why Delta chose the aircraft. It’s the better technology. Delta has been very clear publicly about why they chose the aircraft.”

Silva said he “cannot guarantee” that the CS100s sold to Delta were done so below cost, but he believes it is “more likely that’s the case.” He added, “The Canadian taxpayer is providing money to Bombardier to have Bombardier offering aircraft in the market at below cost.”

Silva said Embraer is considering its legal options: “We are looking at the alternatives that we have in order to act against this. Could be the WTO, for instance.”

The Delta CSeries order was a double blow for Embraer. Not only did Delta choose the CS100 over the E190, but the airline also said it would no longer add 20 used E190s it had planned to operate in its mainline fleet.

“I think the [E190] is viable in the [US] mainline [airline market] … on a level playing field basis,” Silva said. “Again, I insist on that point. If we have a product that’s being offered at below cost and somebody else is paying the bill who is not the manufacturer, then we can have some doubts about the sustainability of this process.”

Embraer eyes WTO challenge to Bombardier state funding

SAO PAULO - Brazilian planemaker Embraer SA may challenge the state funding received by Canadian rival Bombardier Inc at the World Trade Organization (WTO), a senior executive told Reuters on Monday.

Paulo Cesar Silva, the head of Embraer's commercial aviation unit, said in a telephone interview that favorable government financing has given Bombardier an unfair advantage in sales campaigns where its new CSeries is up against Embraer's E-Jets.

"The WTO is an alternative" to resolve the potential trade dispute, Silva said. "Another channel could be government-to-government talks. That might be the best way to avoid a dispute."

Embraer has reached out to the Brazilian government, but still needs details of Bombardier's financing arrangements before taking action, Silva added.

Brazil and Canada have locked horns repeatedly at the WTO over the past two decades regarding state support for Embraer and Bombardier, the world's biggest commercial planemakers after powerhouses Boeing Co and Airbus Group.

Bombardier secured $1 billion for its C Series program from the Quebec government last year and has asked Canada's federal government to match the investment.

Embraer's concerns about the funding boiled over last month when Bombardier won an aggressive bid for 75 aircraft for U.S. carrier Delta Air Lines Inc.

Several industry sources have pegged the discount close to two-thirds off the nominal CS100 list price of $71.8 million, but people close to Bombardier have denied this.

"Given the support, Bombardier has been very aggressive, to the point of offering planes at prices below their production costs. That's what the numbers show," Silva said.

"It causes a major distortion in the market. We're not competing with a private enterprise any more. We're competing with the government," he said. "And the one footing the bill is the Canadian taxpayer."

A spokeswoman for Bombardier commercial aircraft said Monday the Delta deal complies with WTO guidelines.

"Our transactions are all in full compliance with WTO rules," spokeswoman Marianella de la Barrera said by phone from Toronto. "Those comments (from Embraer) are not based on facts. The (Delta) selection was based on the aircraft's proven performance."

De la Barrera added that while Bombardier was given a commitment from the Quebec government, the company has not received any cash from the province because the deal has not yet been finalized.

British Airways boss Walsh reveals airline in talks with Bombardier to buy C Series jets

Willie Walsh says he is having discussions with Bombardier boss Alain Bellemere about buying its C Series passenger jets.

Praise for the C Series by the British Airways boss came as existing Bombardier customer WestJet confirmed it would buy another nine of its Q400 propellers in a $300m (£207m) deal.

At the high-profile Iata (International Air Transport Association) agm in Dublin yesterday, Willie Walsh told the Belfast Telegraph: "I had a chat with him (Alain Bellemare) at lunchtime... Alain, who I know very well, wants to have a chat with me and we've said it's an aircraft we did look at."
Thousands descended on Dublin yesterday for the start of the Iata annual general meeting.
It's the first time it's been held in Ireland in more than 50 years, and Dublin man Willie Walsh - chief executive of British Airways and Aer Lingus's parent firm IAG - will take over as incoming chairman of Iata this month.
In an interview with the Belfast Telegraph following a private airline leaders' lunch at the nearby luxury InterContinental Hotel, Mr Walsh said the C Series was "definitely one we are prepared to look at".
Other orders, including deals with Delta Airlines and Lufthansa subsidiary SWISS, were all encouraging.
"The fact they have had the significant orders (is encouraging), the Delta order on the back of the Lufthansa one," he said.
"I think everyone looking at the aircraft wanted to see a commitment from major operators to it. You don't want to be the only person operating the aircraft.
"A critical issue for airlines with an aircraft like that, is you want to make sure you have technical support in all of the airports, or as many of the airports (as possible)."
Bombardier, which employs more than 5,000 staff here, secured a deal in April to sell 75 of its CS100 jets, part-made in Belfast, to Delta Airlines, with the potential for a further 50 orders.
And while there were no confirmed fresh C Series orders yesterday, Bombardier did land a fresh order for more of its smaller Q400 propeller aircraft, which are also part-made in Belfast.
The Canadian firm revealed that WestJet Encore is adding another nine planes to its fleet in a deal that is worth around $300m (£207m).
Speaking about the growing success of Bombardier's C Series, Willie Walsh said: "I think it's a big achievement for them as Delta and Air Canada are two very significant (airlines).
"It puts that aircraft into play now, and I suspect that you will see a lot more airlines (looking at it).
"The critical issue with them, as it always was, is how competitive can you be on price."
"They had to get a scale of order to make them relevant for the industry."

Ciao a tutti!

Viking To Acquire Bombardier’s Amphibious Aircraft Division

British Columbia-based Viking Air has agreed to acquire Bombardier’s amphibious water bomber program (the turbine-powered CL-415 and CL-215T and the original piston-powered CL-215), the two companies announced yesterday. Once approved, the deal will transfer the type certificates for all variants of Bombardier amphibians to Viking, ending a chapter for the Montreal-based OEM that stretches back nearly a half-century. Bombardier built its last CL-415 last December before pausing the program.

“This transaction supports our goal of rebuilding a clear path to profitable earnings growth and cash generation,” said Bombardier president and CEO Alain Bellemare. “While the amphibious aircraft program is part of our long history, this divestiture positions Bombardier to focus better on our core, higher growth businesses: business jets, commercial jets and rail transportation."

The move follows Viking’s successful revival of the de Havilland Canada DHC-6 Twin Otter, restarting the production line for the twin-engine utility turboprop now known as the Twin Otter 400, after acquiring the type certificates from Bombardier for all out-of-production de Havilland Canada aircraft in 2006. Viking will support the amphibious aircraft program from a newly acquired and refurbished 50,000-sq-ft hangar in Calgary.

Re: News Bombardier CSeries
