Airport scanners to end 100ml limit on liquids in hand luggage

The limit for taking liquids through airport security is set to be axed in 2024, The Times has been told.

Rules which mean passengers must remove laptops from hand luggage, and can only take aboard liquids under 100ml, are all to go within two years.

Major UK airports have been given a deadline of mid-2024 to install more advanced CT security scanners, similar to those used in hospitals, which will enable the change in policy.

People failing to remove items from their bags or travelling with large bottles of liquids and creams is the biggest cause of delays at airport security.

The 100ml rule was introduced in the wake of the foiled Islamist transatlantic terror plot in 2006 in what was believed at the time to be a temporary measure. Terrorists had planned to down seven flights departing from Heathrow using liquid explosives disguised as soft drinks. It would have been al-Qaeda’s largest terror attack in the West since 9/11.


Ministers have been carrying out a review and a formal announcement is expected in the coming weeks, it is understood.

The new 3D baggage screening equipment is being tested at Heathrow and Gatwick airports. The Department for Transport (DfT) has told the UK’s major airports that older screening technology must be replaced in full by the summer of 2024.

Insiders said the change would “prove a gamechanger” with vastly reduced queue times for security and dramatically reduced use of plastic at airports because passengers will no longer be required to have liquids in plastic bags.

“We are slowly rolling them out,” John Holland-Kaye, the chief executive of Heathrow, told The Times. “We have just started the expansion of the security area in Terminal 3 which will have more CT scanners and have a deadline of mid-2024 from the DfT. By then the normal passenger experience will be that liquids stay in bags.”

Boris Johnson announced the trial of the new technology in 2019, but its introduction into airports was delayed by the pandemic, when passenger numbers collapsed.

The CT scanners produce a high-resolution 3D scan of passengers’ bags, allowing operators to inspect a bag from every angle. Older machines produce a 2D image of luggage.

Passengers are currently required to remove tablets, laptops and liquids from their cabin baggage. Liquids must not exceed 100ml and must be in a clear plastic bag.

Airport bosses are concerned passengers will be presented with mixed messages in the run-up to 2024.

“As the scanners become more commonplace it will be the case that in some lanes passengers are told not to take stuff out their bags while in other lanes they will still need to,” an aviation source said. “The 100ml rule will stay in place until the rollout of the new technology is complete and is a decision for the DfT.”

Officials said the policy remains under review. An announcement is expected before Christmas.

The trial of the new technology started at Heathrow in 2019. Grant Shapps, the transport secretary at the time, said it could “mean an end to passengers having to use plastic bags or rationing what they take away with them” if it was successful.

The new technology was rolled out at Shannon airport in Ireland this year, and the 100ml rule was scrapped. The airport said the move has “halved the time our passengers spend going through security screening”.

Terror plot changed the face of flying

It was an audacious and terrifying plot to bring down as many as ten passenger planes over the Atlantic Ocean using liquid explosives disguised as soft drinks (Ben Clatworthy writes).

The plot was al-Qaeda’s largest in the West since 9/11 and, similarly to that horrific day in 2001, would change the face of flying.

In the immediate wake of the plot being foiled in early August 2006, virtually all cabin baggage was banned on flights, with the exception of passports and wallets.

Rules eased later in the month but the total ban on liquids remained until November. Once permitted on board again, liquids were restricted to 100ml and all had to fit into a clear plastic bag measuring no more than 20cm by 20cm.

Many thought the rules would ease further but for the past 16 years they have remained strict. Under the present rules tablets, laptops and cameras must also be removed from cabin bags when passing through security.

Passengers removing items from their bags is one of the biggest causes of delays at security. Those who forget to do so, causing their bags to be searched manually, also contribute to the problem.

All this is set to change. Technology being tested at Heathrow and Gatwick removes the need for passengers to remove belongings from their bags, dramatically speeding up the time it takes to clear security.

For passengers, the era of miniature toiletries might finally be behind us.
 
In Italia è già così a Milano Linate, Malpensa, Fiumicino e non so se anche in altri aeroporti.
Non ancora da tutti i varchi ma da parecchi sicuramente sì, a Fiumicino penso quasi tutti quelli del T1.

Interessante, peccato che finché non si adegueranno con gli standard sarà comunque un bel guaio.
Per non parlare degli aeroporti dove ti controllano il bagaglio anche all'arrivo (sia mai che vendano granate sull'aereo).

A me è capitato più volte, anche a FCO arrivando da IST. in genere lo fanno su alcuni voli sensibili, non tanto per le bombe, quanto per cercare eventuali prodotti alimentari non importabili, o stupefacenti nei doppi fondi. In Africa è frequente, ma li ho visti anche a SYD per esempio.

In Australia e in Nuova Zelanda, moltissimo prodotti sono vietati per non contaminare e preservare la fauna e la natura, addirittura attraversare vari stati via terra, fanno buttare del cibo che non possono passare
 
Beni vietati nei paesi di destinazione ma non in quelli di origine, come le bevande alcoliche nei paesi musulmani, o certi libri in Cina.

Da quel che ho visto io a PEK, PVG e CAN nessuno ti controlla i bagagli in arrivo, giusto una volta ho visto un agente col cane che zampettava sui nastri dei bagagli alla ricerca di droghe 😂

I controlli a campione sono ovunque nel mondo, dogana e polizia di frontiera o finanza; il commento dell'utente qui sopra "sia mai che vendano granate a bordo" e' quanto di piu' superificiale possa aver letto!

Non sono a campione, dopo il controllo passaporto in Turchia, India e paesi GCC c'è un controllo fisso del bagaglio, per quello commentavo, cosa mai potrai avere di vietato a Dubai arrivando da Riyadh lo sanno solo loro ad esempio.
Secondo me non si fidano e basta.

La questione dei libri mi era successa proprio a CAN, se non ricordo male; sicuramente ero in PRC, ma è successo un po' di tempo fa. Va anche detto che ci sono posti come ICN dove all'arrivo i bagagli imbarcati passano allo scanner, ma il passeggero non se ne accorge se non in caso di ulteriori controlli.

Riassumendo, se ho capito bene: il bagaglio a mano viene sempre controllato all'imbarco, e a campione (ma apparentemente in certi scali sempre) allo sbarco. Idem per il bagaglio imbarcato.
 
Scusate, ma la bottiglia da 500ml se hai bambini passa sempre...
In UK non credo, nemmeno l'equipaggio può portare liquidi in partenza da UK... Tantissime volte a Heathrow ho visto miei colleghi dover buttare anche solo un dentifricio perché non si chiudeva il sacchetto di plastica fornito dall'aeroporto.
