La DGAC francese ha invitato le compagnie aeree a prevedere una riduzione del 50% dei voli nel periodo che va da domani fino a giovedì (11-13 Giugno).

Tutto questo a causa del previsto sciopero degli ATC francesi che protestano contro il progetto europeo di nuova regolamentazione del traffico aereo europeo e servizi annessi.

Gli aeroporti maggiormente impattatati dalla protesta saranno quelli di Roissy - Charles-de-Gaulle, Orly, Beauvais, Lione, Nizza, Marsiglia, Tolosa e Bordeaux.

Insomma, un bel bordello questa settimana per chi deve andare o transitare in Francia

Scioperi: da domani tre giorni di stop negli aeroporti francesi

Tre giorni di sciopero che minacciano di mettere in ginocchio il trasporto aereo francese, con ripercussioni in tutta Europa.

L'astensione dal lavoro è stata proclamata dalle sigle sindacali dei lavoratori degli aeroporti francesi come protesta contro i piani di liberalizzazione dei cieli in fase di elaborazione in sede Ue.


L'autorità che regola l'aviazione civile nel Paese ha chiesto alle compagnie aeree di cancellare metà dei propri voli negli scali di Parigi, Lione, Nizza, Marsiglia, Tolosa e Bordeaux.

Secondo voi lo sciopero avrà conseguenze anche sui voli che sorvolano lo spazio aereo francese?

· British Airways have advised that a total of 62 flights will be grounded to and from Gatwick and Heathrow during the strike period and a further 12 return services operated by BA’s CitiExpress from UK regional airports will be cancelled.

· Air France have also advised that their flight schedule will be disrupted but long haul flights to/from Paris will be unaffected. The airline have advised that travellers for short or medium-haul flights are advised to check on the schedule information on their website before going to the airport

Objet : Préavis de grève pour le 12 juin 2013

Monsieur le Ministre,

La Commission européenne a décidé de légiférer une nouvelle fois sur le Ciel unique au travers d'un nouveau paquet législatif appelé SES2+. Le projet de la Commission, dans l'état actuel des discussions, introduirait des dispositions qui auraient des conséquences sociales majeures pour l'ensemble des personnels de
la DGAC. Ces projets concernent la séparation structurelle entre l'autorité de surveillance, le régalien et le prestataire de navigation aérienne ainsi que l'externalisation de services considérés comme annexes par la Commission européenne. Ces dispositions entraîneraient de facto une sortie de la Fonction publique d’État, à laquelle nous rappelons notre attachement indéfectible, de tout ou partie de la DGAC, suivie de privatisations ou de démantèlements probables de certains de ses services et activités avec des conséquences sociales négatives pour les agents concernés.

Parallèlement, les objectifs européens de performance de la navigation aérienne pour la période 2015-2019 font l'objet de discussions entre la Commission européenne et les États. Ces objectifs, s'ils étaient approuvés tels que le veut la Commission, accentueraient une pression économique déjà très importante sur les
prestataires de navigation aérienne, et donc sur la DGAC, avec des conséquences majeures sur le nombre d'emplois, les conditions de travail et sur la capacité des partenaires sociaux à conclure des accords sociaux.

Ces dispositions législatives ainsi que ces projets de régulation de la performance sont néfastes pour les personnels de la DGAC.

Par conséquent, en coordination avec nos partenaires de l'ETF, Fédération Européenne des travailleurs des Transports, nous appelons à une mobilisation massive le 12 juin prochain pour protester contre ces projets de libéralisation du contrôle aérien portés par la Commission européenne.

Plus précisément, nous revendiquons :
· l'abandon du projet de Ciel unique 2+, ou à défaut le retrait de toute notion d'obligation de séparation structurelle opérateur/régulateur, de toute mise en concurrence obligatoire des services dits annexes et de toute indépendance des autorités de surveillance de leur État de tutelle.
· le maintien de l'approche dite ascendante (« bottom-up ») pour la mise en place des Blocs d'Espace Fonctionnels.
· la fin de la pression économique sans fin sur les prestataires de contrôle aérien via les objectifs de réduction des taux unitaires de redevances imposés par la Commission européenne
· une position claire des autorités françaises contre les projets de la Commission européenne.
· un niveau de recrutements suffisant pour permettre de maintenir et renforcer l'intégralité des missions de la DGAC, de faire face aux enjeux européens de demain, notamment aux augmentations de capacité et à la mise en place des nouveaux systèmes techniques issus des programmes SESAR.

Ce courrier tient lieu de préavis de grève pour l'ensemble des personnels de la DGAC, couvrant la journée du 12 juin 2013 ainsi que les nuitées en amont et en aval de celle-ci pour les agents travaillant en horaires décalés.

Secondo voi lo sciopero avrà conseguenze anche sui voli che sorvolano lo spazio aereo francese?

Beh... al 99,9% sì !!! In fin dei conti i controllori del traffico aereo non sono solo quelli di TWR; anzi la maggior parte sono controllori d'avvicinamento e d'area quindi ogni aeromobile che entrerà nello spazio aereo francese sarà soggetto a restrizioni ATFCM. Ci prepariamo a 3 giorni pieni di SAMs. :sconfortato:

· easyJet and all other airlines operating to and from France have been advised to expect only 50% of normal services, which means we will be required to cancel approximately 128 flights each day. All passengers due to travel on cancelled flights will be advised via e-mail and details of these cancellations can be found on our Flight Tracker / LIVE updates webpage

Several different unions representing French Air Traffic Control under the French Civil Aviation Authority have called for industrial dispute from 11th to 13th of June 2013.

Our flight schedule will be disrupted. We plan to transport all of our passengers booked on long-haul flights to/from Paris. We are going to update flight schedule on medium-haul from Monday 10th of June according to the last instructions given by French Civil Aviation.

Be sure we are doing our utmost to limit the inconvenience this strike action may cause. However, delays and last minute cancellations are not excluded. We recommend that you check the schedule information of your flight, available in real time on our website under "Flight schedules" section, before going to the airport.

If you are ready to postpone or anticipate your trip outside the period of the strike action initiated by French Air Traffic controller, we offer you following commercial facilities available from now and up to 16th of June 2013 inclusive :

- If you wish to change your flight up to Sunday 16 June 2013 inclusive, you may change your reservation in the same cabin at no extra cost;

Se i voli di federaggio da e per Parigi saranno in gran parte cancellati i voli LR anche se operati regolarmente saranno mezzi vuoti e coi soli pax p2p originanti da Parigi.
 
Anche Ryanair:

Ryanair has axed 60 flights on Tuesday and will announce details on further cancellations for June 12 and 13 on its website. "The strike is likely to cause flight delays and possible further cancellations to the remaining flights operating to France and aircraft overflying France between the June 11-13," said Ryanair.

Saranno mezzi vuoti solo in andata. Non operarli comporterebbe disagi e costi ancora più elevati.
 
Stamattina i 3 voli in partenza da FCO per CDG (2 di AZ ed uno di AF), sono tutti partiti sostanzialmente in orario.
Anche i voli di ritorno paiono regolari.

Il FCO-NCE è partito in perfetto orario.
 
Secondo voi lo sciopero avrà conseguenze anche sui voli che sorvolano lo spazio aereo francese?
Anni fa (primi anni '90) mi sono beccato uno sciopero dei controllori francesi il giorno di un rientro a MIL da Londra. All'epoca la "regola" era che facevano passare un volo per compagnia all'ora, per cui ad esempio AZ che aveva quasi in contemporanea LIN, FCO, BLQ e NAP doveva distribuire i voli serali in 4 ore, con conseguenti ritardi folli, gente accampata nei terminal (all'epoca AZ era al T2, mi pare di ricordare) e scene da campo nomadi.
 
Francia: sciopero controlli aerei,disagi Agitazione contro obblighi Ue per "cielo unico"

(ANSA) - PARIGI, 11 GIU - Grossi disagi oggi negli aeroporti parigini di Roissy e Orly, a causa di uno sciopero dei controllori aerei, secondo quanto riferito dalla società Aeroports de Paris (Adp). "Per ora - ha fatto sapere Adp - la situazione è calma ma sono previsti ritardi. Consigliamo ai passeggeri di contattare la loro compagnia aerea prima di recarsi in aeroporto per avere la certezza che il proprio volo è confermato". Lo sciopero è contro gli obblighi europei previsti dal progetto "cielo unico".


La verità è che questo progetto SESAR non lo vuole nessuno. Più di 20 anni per costruire uno spazio aereo unico...lasciamo perdere.
 
Air traffic controller strike hits French airports

Half of flights serving France's big cities have been cancelled, as air-traffic controllers begin a three-day strike to protest against EU plans to create a single European airspace.

The controllers say the Single European Sky (SES) project will affect public safety and their working conditions.
Walk-outs are expected to spread across Europe on Wednesday.

France's civil aviation authority says one in two flights to Paris, Lyon, Toulouse and Bordeaux is cancelled.

The European Commission, which drafts EU laws, estimates that inefficiencies in the way Europe's air traffic is managed add 42km (26 miles) to the average flight.

It wants to centralise air-traffic controls, rather than leave each member state to monitor its own skies. The commission says this could triple the region's airspace capacity, cut costs and reduce delays.


'Violation of sovereignty'
Under the plan, the many national air traffic control systems would be merged into nine Functional Airspace Blocks (FABs), with a new European network manager being given authority for route planning.

But France's main controllers' union, the USAC-CGT, says the plans are "a direct attack on the public service nature of this sector" and a step toward privatisation.


It says the changes constitute a "violation of national sovereignty" and will have an negative impact on working conditions.

In April, the European Transport Workers' Federation (ETF), which is backing the action, criticised what it said was a "never ending process of liberalisation, deregulation and cost cutting" in the air traffic management industry.

Controllers are "suffering from a performance scheme dominated by a never-ending cost reduction and in which safety is not considered to be the first priority", said ETF political secretary Francois Ballestero.


Airports already most affected by the strike include Paris Roissy-Charles de Gaulle, Paris-Orly and Paris-Beauvais,.

Marseille airport, in the south, said on its website that it was less affected than others, with a third of flights cancelled.
More than 70 flights were scrapped out of Nice airport.

Britain's Easyjet said it was cancelling 10-11 daily flights to Toulouse on both Tuesday and Wednesday.

It advised people hoping to fly to contact their airline.

Preparations for the maiden flight of Europe's newest passenger jet, the Airbus A350, have also been affected by the strike.

The French unions' counterparts in some other European countries are set to join in the strikes on Wednesday or hold other industrial action. They are those in Austria, Belgium, Bulgaria, France, Hungary, Italy, Portugal, Spain and Slovakia.
