Israel-EU open skies agreement still on hold
Implementation of the open skies agreement between Israel and the European Union (EU), which was signed in March, has been delayed to protect Israeli carriers, Israeli tourism minister Stas Misezhnikov told ATW in Vienna Thursday.
The agreement, when finalized, would gradually open up and integrate the respective markets by strengthening cooperation, leading to more direct flights and reduced airfares.
One of the reasons for the approval delay is to protect Israeli-based airlines, especially flag carrier El Al Israeli Airlines, which objected to the agreement citing economic concerns.
“The discussion is now on the political side of how to protect El Al, Arkia and Israir,” Misezhnikov said.
He said it may take several more months to get final approval from the Israel cabinet, adding that the tourism industry needs “more flight capacity” as the “current situation is not efficient.”
Passenger traffic between the EU and Israel accounts for 65% of Israel's traffic by scheduled carriers. In 2011, airlines transported seven million passengers between Israel and the EU. Up to 90% of the four million worldwide visitors to Israel last year arrived by aircraft.
The EU open skies agreement will supersede bilateral agreements between Israel and EU member states, such as Austria, Belgium, the Czech Republic, Cyprus, France, Germany, Greece, Hungary, Italy, Latvia, the Netherlands, Poland, Romania, Spain and the UK.
The majority of tourists visiting Israel are coming from the US—where an open skies agreement is already implemented—followed by Russia, England and Germany. “The next logical step would be maybe an open skies agreement with Russia,” Misezhnikov added.
