Riga airport countersues airBaltic

RIGA — The dispute between Riga International Airport and airBaltic over ground handling fees heated up a notch on Monday as the airport announced a countersuit against the airline for not paying 2.5 million lats (€3.5 million) in charges.

The airport alleges that airBaltic is not paying the increased fees after the discount offered to Latvia’s national carrier were eliminated after the Competition Council ruled they were anti-competitive last summer. These include the passenger fee increase from Nov. 1, 2009, the ground handling fee increase from Jan. 1, 2010 and other taxes.

Riga airport board member Jānis Ķuzulis told the Diena newspaper that he hoped the disagreement over the fees would not deter airBaltic from funding a new terminal.

The countersuit is in response to airBaltic’s decision to take the airport to court earlier this month, alleging that the airport is giving special treatment to Ryanair by allowing them to pay lower tariffs. airBaltic contacted the court demanding that the Riga airport pay them 6 million lats (€8.6 million).

Both airBaltic and the Riga airport are state-owned, and transport minister Kaspars Gerhards responded to the lawsuit saying that the tariffs are working as they should be given the good volume of traffic going into the airport.

Gerhards said the scheme best and most competitive tariff policy ever implemented at the airport, as evidenced by the entry of new airlines and increased passenger numbers.

“Some disagreements between airlines and airports in Riga on economic matters can not be a basis to undermine the airport’s competitiveness and tariff policy as a whole, thus leaving a negative impact both on the airport and airBaltic,” the minister said. (balticreports.com)

Riga: la guerre entre airBaltic et l’aéroport s’intensifie

La guerre entre la compagnie aérienne low cost airBaltic et l’aéroport de la capitale lettonne s’intensifie, chacun trainant l’autre en justice avec le traitement privilégié de Ryanair en toile de fonds.

Comme dans tous les conflits entre low cost et aéroports, les frais payés par les compagnies aériennes sont au cœur du débat. Dans le cas de Riga, airBaltic, qui est aussi la compagnie nationale, accuse l’aéroport de lui faire payer les augmentations de frais décidés depuis le 1er janvier, y compris la taxe passager et les frais de prise en charge au sol, alors que Ryanair en est exemptée. La low cost lettonne transporte quatre fois plus de passager à Riga que sa concurrente irlandaise.

Pour le patron d’airBaltic Bertolt Flick, le coût actuel d’opération à l’aéroport de Riga a augmenté de 60% depuis janvier pour atteindre pratiquement 10 euros par passager. Or pendant le même temps la low cost Ryanair n’a subi aucune des augmentations et son coût par passager reste inférieur à 4,5 euros. D’où sa décision de poursuivre l’aéroport en justice pour discrimination, arguant qu’il faisait payer aux autres compagnies les pertes subies par les conditions avantageuses accordées à Ryanair.

Du côté de l’aéroport, on n’a pas démenti les chiffres mais au contraire lancé une contre-attaque en justice contre airBaltic, arguant qu’elle n’avait pas payé ces taxes à hauteur de 3,5 millions d’euros.

Le plus bizarre dans l’histoire est que airBaltic et l’aéroport sont tous deux contrôlés par le gouvernement letton. Mais du côté du ministère, on remarque benoîtement que le trafic passager à Riga est en hausse constante, et que les tarifs fonctionnent à merveille. On espère simplement que la dispute ne remettra pas en cause les plans de la compagnie aérienne de financer la construction d’un nouveau terminal.
