Nope. All planes of the German Government Agency (operated by Luftwaffe / German Air Force) are based in Köln-Wahn (military part of Cologne Airport).
Here in Tegel we´ve just got 2x Cougar helicopters. The A319, A310 and A340 normally fly CGN-TXL-destination-TXL-CGN.
